Small Business Empowerment Program

Empowering small businesses in our communities.

Tri Counties Bank created the Small Business Empowerment Program to help small businesses in our communities gain access to credit. This program provides flexible underwriting criteria for eligible small businesses.

Eligible businesses can apply for:

  • Business Credit Cards – up to $25,000 credit limit
  • Small Business Lines of Credit – up to $50,000
  • Small Business Secured Loans – up to $75,000

Eligible business must have an annual revenue of $1 million or less, have a physical business presence in California for at least 12 months, and do business primarily in Tri Counties Bank’s footprint which includes the following counties: San Francisco, San Mateo, Contra Costa, Butte, Fresno, Madera, Placer, Sacramento, Yolo, Kern, Merced, Nevada, Colusa, Del Norte, Glenn, Humboldt, Lake, Mendocino, Siskiyou, Tehama, Trinity, Shasta, Sonoma, Stanislaus, Tulare, Yuba, and Sutter. The majority (51%) of the principal owners must self-identify as either a veteran, woman, minority (Black/African-American, Hispanic/Latino, Asian, Native American/Alaska Native, Pacific Islander/Native Hawaiian), and/or LGBTQI+.

The business must be legally operating in California for at least 12 months and meet the eligibility requirements above. Applicants may be asked to provide income statements and a business plan.

Tri Counties Bank has conducted research using both internal information and research from various nonprofit community groups to determine that there is a historical need to increase access to capital for minority, women, veteran, and LGBTQI+-owned small businesses. This loan program is permitted under the Equal Credit Opportunity Act (ECOA) as a special purpose credit program.

While all loans are subject to approval, to improve the process, please have monthly business and personal income and expenses, business assets, and existing personal and business debts and obligations readily available.
